Vixen has reason for everything he does.. They may not always make sense but he does have reasons.

Angel was a special case, Net you left then came back again then left formed a clan and recruited on the servers ... If you notice.. most the people he has allowed to wear ret tags did not go and start or join another clan. with the exception of a few officers.

I'm not sure if this is what he based it off of. But i figured it was a good place to start.

It is not always so much length of time in the clan, but circumstances surrounding them leaving among other things.
