I am sorry but per COPPA Policy I should not allow anyone under the age of 13 in the clan, While I have made some exceptions here and there. I am not going to do such for you. There are two many inconsistencies in your story(s) and application(s) both here and on eXtreme, 1 to many for me to safely allow this to go through, while there is more then likely nothing to be worried about, There is to much here to risk if I where to be wrong.

The COPPA Policy means no one under 13 can join, Maybe 14 If Vixen allows it.

well if its noone under 13 then 13 would be accepted because 13 is not under 13 right?

Only in the wording of "older than 13" would he have to be older. Thus he must be at least 13 years of age to be permitted.

When your 13 yes, 13 and older is allowed via COPPA
