Why do you need such a fancy sound card? Can you do what you want to do with a motherboard's onboard sound processing? Find a CPU that comes with a fan and spend $120 at most. If you already have things like hard drives, monitors, keyboards, etc. you can reuse these things and just get a new tower, mobo, gpu, psu and ram. If your old PSU is still working and is powerful enough, you can reuse it. If you old tower is good enough, you can reuse that too. Start with a CPU that's on sale and build out from there. Maybe budget 120 for CPU, 80 for ram, 80 for motherboard, 60 for tower, 240 for gpu, 80 for PSU, reuse everything else and boom... you just saved 800 bucks.
